If you already have a national driving license issued in the other country, then it is applicable in the Republic of Armenia, if the state is the member of the UN convention on road traffic signed 06.11.1968. The holder of such certificate must, in case of transport in the Republic of Armenia, also have a translation in Armenian with a proper validation of the certificate (notarized or consular) . The holder of such license, driving a car in the territory of Armenia must have a valid translation of license (notarized or consular)[1].
Driving a vehicle in the RA is permitted also with the international driving license issued by the competent authority of the member state of convention provided that it complies with the requirements of the Convention and its subsequent amendments and supplements to international driving licenses. The requirements for international driving licenses are set out in Annex 7 of the Convention.

The permit shall be a booklet in format A 6 (148 x 105 mm). The cover shall be grey and the inside pages white containing 7 pages. It should be in native language and at least in English, Spain and Russian. It includes information about the holder, categories of vehicles, the date of issuance of the certificate, the validity period of the certificate.
It is necessary to note that the international driving license is applicable in RA exclusively with national license.
Foreigners are often concerned with the question of whether a new one can be replaced if the license expires or they can get a copy in case of loss
It is important to know; that international license can be replaced or given a copy if lost or expired license is issued is complying with Vienna Convention and its amendments. Moreover, it is not required to pass the qualification examinations in the Republic of Armenia starting from October 2012.
In such cases a person must submit his / her passport (or other identification document) to the examination body, a proper Armenian translation, a receipt of state fee of AMD 12,000, a driver's license in case of replacement of a driver's license, and in case of a lost- copy of the lost document, a document that provides a driving license issued by a competent authority in the country. In case of absence of information on the place of registration (actual residence) of the person in the identification document, a person shall also submit a certificate of his / her place of registration (actual residence).

Certificates that do not meet the Convention will not be exchanged, and a copy of the lost driving license will not be issued except for the staff of diplomatic missions and representative offices of foreign states in the Republic of Armenia and, in other cases prescribed by law.
However, if you still do not have a driver license, you can get it in the Republic of Armenia. Foreign nationals pass examination of driving license and get a driving license in the same way as citizens of the Republic of Armenia. Examinations consist of theoretical and practical stages.  A foreign citizen, who does not know the Armenian language, may be presented to the examination accompanied by an interpreter, bearing the costs of interpretation services respectively.
In the end, notice that driving vehicles by persons not authorized to drive vehicles or driving a vehicle without proper license by the foreigner in the RA imposes a fine of 20,000 Armenian drams.
